The 60-second version

  • Apartment, hotel and gym pools need a yearly state license in Oklahoma, while HOA pools kept to owners and nonpaying guests left state licensing in November 2024.
  • In Oklahoma City and Edmond the certified operator must be a full-time employee of the property, so sell support to that person rather than a stand-in.
  • Advertising electrical contracting without the license is a misdemeanor, so pump wiring and light installs belong to a named licensed partner.
  • Closing ads go out in October, ahead of median first freezes of November 2 in Oklahoma City and November 4 in Tulsa.

Pool company rules in Oklahoma, at a glance

Who the state licenses
Public pools and spas, every year. Not backyard pools, splash pads or HOA pools kept to owners and guests who do not pay (public pool law)
Oklahoma City and Edmond
A second yearly license that expires June 30, and an operator on the property's own staff, per the city-county health department
Injury reports
A drowning or an accident needing a hospital goes to the local health authority by phone at once, then in writing within seven days (state pool rule)
Electrical work
Advertising electrical contracting without the license is a misdemeanor. Small repairs to outlets and light parts are exempt (Electrical License Act)
Repair quotes
Swimming pools are named in the home repair fraud law, which makes misstating a pool's condition to win the job a felony
Sales calls and texts
None after 8 p.m. and no more than three in 24 hours on one subject, with past customers exempt, under the Telephone Solicitation Act

The free plan for an Oklahoma pool route, in the order we would do it

  1. One page for HOA boards, another for licensed properties

Two landing pages with different promises: written readings for HOA boards the state no longer inspects, and inspection-ready logs for licensed apartments and hotels.

  2. A service list read against the electrical law

Every service on your site and in your ads sorted into what your crew does and what a licensed electrician does, with that partner named on the page.

  3. Closing ads booked for October

Freeze-protection and closing campaigns that start a month ahead of Oklahoma City's November 2 median freeze, with Tulsa a couple of days behind.

  4. Repair quotes with proof attached

A quote template that carries the reading, the photo and the part number, so no repair message rests on a claim alone.

  5. Last year's customers sorted from new leads

Past customers split from new leads, with the 8 p.m. stop and the three-call cap set inside your texting tool.

  6. Manager outreach timed to operator classes

Emails to Oklahoma City and Edmond property managers in March and April, while new staff sit the state's classes and the June 30 renewal approaches.

Pool ads, quotes and texts: score your Oklahoma setup in five taps

Open your website and last season's ads, then tap yes only where the answer is already true. Your answers stay on this page.

  • Does your site speak to HOA boards and to licensed apartment pools on separate pages?
  • Is every electrical job on your service list done by a licensed electrician you name?
  • Do your repair quotes carry a reading or a photo of the problem?
  • Do your closing ads start running before the middle of October?
  • Does your texting tool stop sales messages to new leads at 8 p.m.?

Apartment and hotel pools carry a state license, and HOA pools left the list in 2024

Your commercial customers split into two groups in Oklahoma. Apartments, hotels and gyms hold a state license for their pool. Most HOA pools no longer do, and nobody from the state comes to inspect them.

Oklahoma's public pool law took effect November 1, 2024. It puts public pools and spas under the State Department of Health and requires a fresh license every year. It leaves out backyard pools and splash pads. It also leaves out HOA pools kept to owners and guests who do not pay.

The State Department of Health says it has stopped inspecting HOA pools. That gap is a sales line. A board that once leaned on the inspector's visit now leans on its pool company, so an HOA page should sell written weekly readings the board can keep on file.

Licensed properties face a harder edge. Under the same law, a public pool that fails its safety and sanitation checks on three inspections in a row counts as a public nuisance. The city then treats it as permanently closed until it goes through licensing again from the start. A manager who knows that wants a contractor whose logs are ready before the inspector arrives.

In Oklahoma City and Edmond, the certified operator works for the property, not for you

If you chase apartment accounts in Oklahoma City or Edmond, sell help to the operator, not a stand-in for one. The local rules put that job on the property's own staff.

The Oklahoma City-County Health Department says each facility needs a properly trained operator who is a full-time supervisory employee there. Pools inside Oklahoma City or Edmond also need a city-county license on top of the state one. That local license costs $50 a year and always expires June 30.

So an ad offering to serve as a property's certified pool operator promises something an Oklahoma City complex cannot buy. A truer offer reads: we keep the water and the logs in order, and your operator on site signs off. That also answers the manager's real worry, which is the inspection.

Timing helps too. The state's operator classes for rural counties run from March through Memorial Day, last four hours and give a certificate good for three years. New leasing staff sit those classes in spring, which makes March and April the months to reach property managers.

Pump wiring, pool lights and heater hookups: what a route company may advertise

Cleaning and chemistry are yours to sell. Electrical work at the equipment pad is a different matter in Oklahoma, and the ad itself can be the problem.

Oklahoma's Electrical License Act makes it a misdemeanor to offer the business of an electrical contractor, by advertisement or otherwise, without the license. The act exempts minor repairs, such as replacing outlets or small working parts of existing lights and fittings. It also lets each city require a permit before electrical work starts.

That puts a line through some common menu items. "Pool light installation" and "pump wiring" read as electrical contracting when nobody at the company holds the license. The safer page names the licensed electrician who handles that part. Your own list then sticks to cleaning, chemistry, filters and parts.

This is our reading of the statute, not legal advice; confirm with counsel and the Construction Industries Board before you change the service list.

Apartment and HOA pages come first

Tell us which pools you service and which towns your route covers. The plan begins with the two commercial pages, the electrical check on your service list and an October closing campaign.

Your free plan for Oklahoma starts with:

  • A service list read against the electrical law
  • Closing ads booked for October

Swimming pools sit on the list in Oklahoma's home repair fraud law

A repair quote that oversells the problem is worse than bad manners in Oklahoma. It can be a felony, and pools are named in the law.

Oklahoma's home repair fraud law lists swimming pools among the home repairs it covers. It counts apartment buildings, condominiums and townhouses as residences, so a complex's pool is covered as well as a backyard one. Telling an owner something false about how the pool or its equipment stands today, to land the work, is home repair fraud and a Class D1 felony.

For marketing, that turns proof into the selling point. Send the reading, the photo and the part number with every repair quote. A "your pump is failing" text with nothing attached is the message to retire.

The same law also reaches a price far above what the work and parts are worth. Publish your green-pool recovery and storm debris rates before spring, so no price looks inflated the week after a hailstorm.

Close before November 2, open after April 4: Oklahoma City and Tulsa run on freeze dates

Your year has two hard edges in Oklahoma: the first freeze in fall and the last one in spring. Ads that miss them sell openings to owners still under a cover, or closings after the lines have already frozen.

NOAA's climate normals for Will Rogers airport put the median first freeze in Oklahoma City on November 2 and the last one on April 4. A hard freeze of 28 degrees comes about nine days after the first, around November 11.

Tulsa runs a little later in fall and earlier in spring. NOAA's Tulsa airport normals give a median first freeze on November 4 and a last one on March 31.

So closing and freeze-protection ads belong in October, and opening ads in March. Summer is a capacity problem rather than a demand one. NOAA's monthly normals for Oklahoma City put the July high at 93.1 degrees. May, the month most pools open, is also the wettest of the year at 5.31 inches.

Oklahoma's calling law spares last year's pool customers, but not new leads

Your best spring list is last year's customers. Oklahoma's calling law treats them differently from strangers.

Oklahoma's Telephone Solicitation Act exempts calls to people who already bought from you. It also exempts offers to maintain or repair goods you sold them. For everyone else, sales calls stop at 8 p.m., and no more than three may go out in 24 hours on one subject.

Federal rules still apply to both groups. An automated marketing text needs written consent under the federal calling rule, and a reply of "stop" ends it. Our guide to texting and call recording rules walks through both layers.

An Oklahoma pool year, read from freeze dates and the operator class season

Our estimate, built from NOAA's 1991 to 2020 normals for the Oklahoma City and Tulsa airports and the State Department of Health's spring class schedule. Openings and closings set the busy months. July heat keeps the route full without adding much new demand.

How busy an Oklahoma pool route gets across the year, our estimate
  1. January: Slow
  2. February: Slow
  3. March: Steady
  4. April: Busy
  5. May: Peak
  6. June: Peak
  7. July: Peak
  8. August: Busy
  9. September: Busy
  10. October: Busy
  11. November: Steady
  12. December: Slow
March
Rural operator classes begin, and Tulsa's median last freeze falls on March 31
April
Oklahoma City's median last freeze is April 4, so opening ads should already be live
May
The wettest month in Oklahoma City at 5.31 inches, right as most pools open
June 30
City-county pool licenses in Oklahoma City and Edmond expire
October
Closing and freeze-protection ads run ahead of the first freeze
November
Median first freeze November 2 in Oklahoma City and November 4 in Tulsa

Oklahoma pool company questions about HOAs, operators, wiring and freeze dates

Does an HOA pool we clean still need a state license?

Not if the pool is kept to owners and guests who do not pay. Oklahoma's public pool law took those pools out of state licensing in November 2024, and the State Department of Health has stopped inspecting them. An HOA pool that admits paying guests is a different case, so ask the board how it runs the gate.

Can our company be the certified operator for an Edmond apartment complex?

The Oklahoma City-County Health Department says the operator must be a full-time supervisory employee at each facility, which an outside route company is not. Offer to back that person up with chemistry, equipment and records.

Can our techs swap a pool light or wire a new pump?

Oklahoma's Electrical License Act exempts minor repairs to outlets and to small parts of existing lights, but advertising electrical contracting without the license is a misdemeanor. Keep wiring off your own service list unless someone on staff holds the license, and check the edge cases with the Construction Industries Board.

When should closing ads start in Tulsa compared with Oklahoma City?

In the same week. NOAA puts the median first freeze at November 2 in Oklahoma City and November 4 in Tulsa, so both campaigns can start in early October. Spring differs more, because Tulsa's median last freeze comes on March 31, four days ahead of Oklahoma City.

Can we text last season's customers about booking an opening?

Oklahoma's calling law exempts people who already bought from you. Federal rules still require written consent for automated marketing texts, so check how each number joined your list before a mass send.
