A2P 10DLC registration checklist: check your brand and campaign before you submit

Since September 1, 2023, Twilio has blocked texts from unregistered 10-digit numbers and still billed for them, so a missed-call text-back or a reminder sent before approval goes nowhere. Most rejections come down to one detail that does not match another. Tick each check that is already true of your registration; whatever stays unticked is your list to fix, each with the rejection code it prevents and the part of our rejection guide that covers it.

Nothing you tick here is saved or sent anywhere. It runs in this browser and forgets your answers when you close the page.

Three answers that decide which checks apply

No business registers with The Campaign Registry directly: your texting provider files the brand and campaign there, and the carriers and their registration partners decide. The checks follow Twilio's and HighLevel's published rules and the rejection codes the two share.

Does the business have an EIN?
Where are you registering?
What will you text?

A publicly traded company also goes through the registry's Auth+ check, a two-factor email to the brand's representative, after the identity check passes.

The checklist

Leave a box empty if it is not true yet or you are not sure. A ticked check folds its explanation away so the open ones stand out.

The brand: who is sending

Twilio says most Standard and Low-Volume Standard brands fail on a mismatch with tax records, so have the IRS letter open while you go through these.

  • Twilio's business information page warns that W-2 and W-9 forms may differ from the name registered with the EIN. In GoHighLevel, uploading the CP 575 fills in the name, EIN and address for you. In the guide

  • Twilio says a new EIN can take 30 to 90 days to reach the databases reviewers check, and HighLevel says one under 15 days old may be rejected. If it cannot wait, Twilio Support runs a manual appeal with the EIN letter: usually 5 to 7 business days and $10. In the guide

  • HighLevel's brand article rules out P.O. boxes, and Twilio rejects details that do not match the tax records. In the guide

  • Rejected as 30971. Twilio accepts a free address only when that exact address appears on your site or social profiles; in GoHighLevel a Standard brand should switch to an address at your domain. In the guide

  • An agency's email is 30881; a contact who cannot be verified as authorized is 30972. In the guide

  • Twilio's overview allows five Standard or Low-Volume Standard brands per tax ID before campaigns risk 30898. Ask the old agency to remove theirs. In the guide

  • Sole proprietor registration is only for businesses without a tax ID. An entity name can trigger 30915, and a sole proprietor brand that turns out to have an EIN gets 30903; register a Standard brand instead. In the guide

  • Both limits are on Twilio's sole proprietor page. HighLevel adds that the number must be a real mobile, not VoIP or a LeadConnector number. In the guide

  • HighLevel's brand article requires a free email for a sole proprietor brand, the opposite of the rule for Standard brands. In the guide

  • Twilio's 30914 example rejects "MJ's Pet Grooming" on a brand registered as "Maria Johnson." In the guide

  • A sole proprietor brand gets one campaign and about 3,000 message segments a day (Twilio's overview), and an extra number on the campaign is blocked with 30034. In the guide

The website reviewers open

Twilio screenshots and checks the website. Open it on a phone, signed out, before you tick these.

  • A standalone form or landing page is 30920. HighLevel says a form on a subdomain can pass if it looks like the same brand and shows how people find it. In the guide

  • Missing business details are 30919; a DBA that does not match the legal name on file is 30918, fixed by adding the DBA to the brand. In the guide

  • Reviewers who hit a login return 30921. In the guide

  • HighLevel's rejections article lists 30907, 30891 and 30922 for a site that does not match, does not load or is not built yet. In the guide

  • An http link is 30964. In the guide

The privacy policy and terms

Twilio's API has required both addresses since June 30, 2026, whatever you send, appointment reminders included.

  • Sharing for partner marketing is 30932. HighLevel asks for a clause word for word; the guide prints it under a compliant submission. In the guide

  • Both are on Twilio's registration checklist. In the guide

  • Without them, new campaigns are rejected; through the API the codes are 30933 and 30934. In the guide

  • Two policies that conflict are 30908. The lead wording and the footer links are HighLevel's rules. In the guide

The consent checkbox and every way people opt in

Twilio ties two of these codes, 30924 and 30925, to TCPA and CTIA requirements, so they are the ones worth reading twice.

  • A pre-selected box is 30925. In the guide

  • A form where the terms box is the only box is also 30925. In the guide

  • Consent required for service is 30923, and HighLevel's best practices article adds that a collected number is not consent on its own. In the guide

  • All four are required at the box by 30924. In the guide

  • One control covering both, or verbal consent for marketing, is 30913. In the guide

  • An opt-in with no way to decline is 30931; HighLevel's fix is an unchecked box or a skip option. In the guide

  • Describing only some paths is 30917; evidence showing a different company is 30927. In the guide

The campaign: use case, description and samples

These fields have to tell one story. A reviewer reads the description, then checks that the samples and the opt-in match it.

  • HighLevel's use case article warns against Mixed by default; lead generation chosen for texts to existing customers, or the reverse, is 30916. In the guide

  • A description that names the platform instead of your business is 30886. In the guide

  • Duplicate text across fields is 30911. In the guide

  • The guide's compliant submission has two samples written out for a service business, ready to edit. In the guide

  • When the consent covers promotions, make one sample a promotion so the samples match the campaign. In the guide

  • Public shorteners are 30892 in samples and 30963 in the campaign. In the guide

  • Registration must be in English: 30910. In the guide

  • HighLevel lists the mismatch as 30889. In the guide

STOP, HELP and the first text

The replies are set when the campaign is created. On Twilio, changing them later means a new campaign and a new vetting fee.

  • Rejected as 30887. In the guide

  • Rejected as 30890. In the guide

  • Required by Twilio's Messaging Policy. In the guide

What you text: content no edit can fix

A rejection in this group cannot be resubmitted. The only fix is to change what you send, so settle these before you pay anything.

  • Rejected as 30945. In the guide

  • Alcohol promotion is 30955; alcohol content without a 21+ gate is 30956, which warns that a simple checkbox or date-of-birth field may not pass. In the guide

  • Rejected as 30940. In the guide

  • Rejected as 30942. In the guide

  • Rejected as 30941. Reminders to existing patients go in their own non-marketing campaign. In the guide

  • Third-party lead generation and shared consent are 30951; Twilio says consent given to one business cannot pass to another. In the guide

  • Rejected as 30962. In the guide

Where your registration stands

Want a second read before you pay the vetting fee? Send us the website address, the brand type and what you plan to text, and we will mark the lines a reviewer is likely to flag. Send us the details

After you press submit: fees, timing and what not to do

HighLevel's fee article, updated September 24, 2026, lists a one-time bundle of brand registration, campaign vetting and $3 Fast Track processing: $22.50 for a sole proprietor or low volume standard brand and $64.00 for high volume standard, with $15.00 for each further campaign under the same brand. Those are HighLevel's prices and they change, so check the Trust Center before you budget.

Twilio says sole proprietor campaigns are usually decided within hours to days, and that Standard campaigns can take several weeks or longer. Fast Track buys a quicker decision, not an approval.

  • One campaign at a time. A second campaign created while the first is Pending makes the next review harder, not faster.
  • Edit before you start over. Twilio's 30896 page says editing and resubmitting the same campaign adds no new vetting fee; a new campaign pays it again.
  • Nobody sells approval. HighLevel's best practices article says even following every recommendation does not guarantee it, so anyone charging for "guaranteed approval" is selling something carriers never offered.
  • Rejected anyway? The rejection guide starts from the code on the rejection and says whether to edit, start a new campaign, fix the brand or stop.

Registering texting for the first time? Send it to us first.

Tell us the website, whether the business has an EIN and what you want to text: reminders, follow-up, promotions. We will send back the lines we would change before the brand and campaign go in. Carriers make the decision, so we will not promise approval; we will tell you plainly what a reviewer is likely to flag.

  • A free consult. A real conversation about your business, your area and what is not working yet.
  • An honest evaluation. Where you stand in search, ads and follow-up next to the businesses you lose customers to.
  • A plan you keep. What we would fix first and why. It is yours whether or not you work with us.
