The 60-second version
- Washington polices who may advertise plumbing: no ad, bid or offer before L&I issues a plumbing contractor license, and each day an unlicensed ad runs is a separate infraction.
- Spokane averages 132 freezing nights a year and Sea-Tac about 25, so frozen-pipe money goes east of the Cascades while the west side waits for a forecast.
- Gas water heater swaps are plumber work, side sewers are permitted locally, and Seattle's plumbing code is enforced by public health.
- Marketing texts need consent given in advance, and a recorded line needs an announcement that is itself on the recording, before any follow-up goes out.
Washington checks who may advertise plumbing, not which number the ad prints
A Washington plumbing ad is legal only when the company behind it already holds a plumbing contractor license. That one line decides what every Google campaign, mailer and Facebook post can offer.
Since July 1, 2021, Washington has made it unlawful to advertise, offer, bid or perform plumbing work without that license. Each day an unlicensed ad runs counts as its own infraction. Under Washington's plumbing contractor law, the first infraction carries a minimum penalty of $500, and the firm must employ a full-time certified plumber and post a $6,000 bond. From January 1, 2027, suspensions turn on infractions decided by final order, five or more within five years.
Owners are often told the contractor registration number belongs in every Washington ad. That duty lives in the construction contractor law, and it is written for registered contractors. The plumbing chapter says licensed plumbing contractors do not have to register under it, and we found no matching number rule for plumbers. A shop that also registers to do general remodeling takes that rule on for its remodeling ads, along with the ban on calling itself "bonded and insured" because of the state bond.
We would show the plumbing license anyway, because careful buyers look it up. L&I's plumbing pages tell homeowners that only L&I-certified plumbers may legally work on someone else's property. So the landing page behind each ad carries the license number and the licensed company name above the fold, not only in a footer. The Washington page explains the state's water crossings and two state lines, and the plumbing page covers lead costs and call handling for any market.
Spokane freezes on 132 nights a year and Sea-Tac on about 25, so winter needs two budgets
A frozen pipe in Spokane is a season. Around Puget Sound it is a handful of cold nights. A plumbing budget that treats the two alike runs dry east of the mountains in December, or burns Seattle money waiting for a cold snap.
NOAA's yearly normals for the Spokane airport count 132 nights at or below freezing. Sea-Tac's file counts 25.2.
Across the Columbia from Vancouver, Portland's airport counts 31.7 freezing nights, per its own NOAA file. So Clark County sits much closer to Seattle's winter than to Spokane's.
The monthly files show when it bites. In Spokane the afternoon high stays below freezing on 13.0 days in an average December and 11.7 in January, by NOAA's monthly normals for Spokane. Freezing nights there already reach 19.2 in November and still run 22.9 in February.
So Spokane and Spokane Valley get frozen-pipe ads, a thaw-and-repair page and evening answering from early November into March. Seattle, Tacoma and Bellevue get the same page built and paused, with a budget held back for the forecast that calls for a hard freeze.
West of the passes, water arrives as rain instead. Sea-Tac's monthly normals put 6.31 inches in November against 0.60 in July. We would push drain and sewer line pages through the wet months there, and save the freeze money for Spokane.
Gas water heaters, side sewers and the price a Washington homeowner sees
Two common jobs carry Washington-specific edges: who may swap a water heater and which office rules on a sewer line. Get either wrong in an ad and the call goes to the wrong trade or the wrong counter.
L&I's plumber certification rules let a certified electrician working for an electrical contractor replace an electric tank like-in-kind. Even then, the electrician may only disconnect and reconnect the water lines and the drain line. Gas tanks are not part of that exemption. So a gas water heater page is a plumbing page, and it should say a certified plumber does the swap.
State plumbing law covers water, waste and medical gas piping within a building, in the words of the licensing chapter. That is why, by our reading, side sewers fall to local permits. A side sewer page names the city or county that issues the permit and leaves the details to that office.
Inside Seattle, plumbing inspections run through public health rather than the building department, according to the city's plumbing code page. A Seattle page that explains permits and inspections should send homeowners to Public Health - Seattle & King County.
Prices need care too. Sales tax on an install job is charged on labor as well as parts, and writing "tax included" does not count as stating it, according to the state's tax guidance for construction. A "from" price on a repipe or a tank install page reads as before tax, so say so.
A water heater financed at the kitchen table brings one more step. Washington's retail installment law gives buyers three days to cancel a financed contract sold in person away from your shop, Sundays and holidays excluded. Cash and card jobs fall under the federal rule instead, covered in the questions below.
Is a Washington plumbing shop ready for license checks, freezes and texts?
Have one landing page, your Google profile and last winter's ad report open. Answer yes where the answer is already true today. Nothing leaves this page.
Answer all five to see where you stand. Your answers stay on this page.
Texts, sales calls and recorded lines under Washington's phone laws
Washington's phone rules are stricter than the defaults most call and text tools ship with. Plumbing shops usually trip them by accident, with a reminder text that turns into a promotion or a tracked line that records without saying so.
Texts. The damages section of Washington's text law sets $100 a message, or the actual harm if that is higher, for each marketing text sent without consent. A text that promotes your services needs the person's clear consent in advance. A reminder about a booked visit that sells nothing is a different case, by our reading.
Sales calls. Washington's telephone solicitation law wants your name, the company and the reason for the call inside 30 seconds. Nothing may ring before eight in the morning or after eight at night, by the customer's clock. Anyone who asks to come off the list stays off for a year. A call about a job the customer paid you for within the past year sits outside it.
Recorded and AI voices. Washington's robocall law bars an automatic dialer with a recorded or artificial voice for sales, and a message dropped straight into voicemail still counts. An AI agent that dials old water heater customers to sell is inside that wording, by our reading. One that answers your inbound calls is not dialing anyone.
Registration. Commercial telephone solicitors register with the Department of Licensing first, under the solicitor registration law. A call that only books an estimate at the home fits an exemption for sales closed at a later face-to-face meeting, by our reading. A maintenance plan sold start to finish by phone is where registration could apply.
Recording. Under Washington's privacy act, a call is recorded only when all parties agree. Saying so at the start, on the recording itself, is how that agreement is shown, so every tracking number plays a short notice before anyone speaks. Federal consent rules sit on top of all this, laid out in our guide to texting, AI answering and call recording. Not legal advice; confirm with counsel.
Seattle, Bellevue, Tacoma, Spokane and Vancouver each get their own plumbing page
Washington's five largest cities differ in weather, permit offices and even which state the caller lives in. One statewide page answers none of them well.
Population counts below are from the Census Bureau's Vintage 2025 file for Washington cities, useful for sizing a service area.
- Seattle. 784,777 people in the Census Bureau's 2025 estimate. Winter brings rain far more than ice, and inspections run through public health, so its page leads with drains, sewer lines and the permit path.
- Bellevue. 154,193 people by the same Census Bureau estimate, across Lake Washington from Seattle. A Seattle listing rarely reaches it, so it gets its own page and its own ad group.
- Tacoma. 229,816 people in the Census Bureau's 2025 count, on Sea-Tac's mild winter. Its plan follows Seattle's rain calendar, not Spokane's freeze calendar.
- Spokane. 230,783 people, plus 108,405 in Spokane Valley, a separate city, in the Census Bureau's 2025 file. The trade area runs into north Idaho, where Idaho's contractor registration law applies before any job there.
- Vancouver. 199,698 people in the Census Bureau's estimate, inside the Portland metro. Jobs south of the Columbia call for an Oregon CCB license, per Oregon's contractor licensing statute, so ads stop at the river unless you hold one.
Each city page names its own permit office and its own busy months. The Google profile's service area lists only the places a truck can reach on a winter evening.
The plan opens on licensing, then winter
Tell us your license number, the cities you cover and whether you work east of the Cascades. The free plan starts with your license on every ad, then the Spokane winter budget and your texting list.
Your free plan for Washington starts with:
- The L&I license printed where each ad lands
- A Spokane freeze plan live by early November
- Consent sorted before the next text
The Washington plumbing rules behind every ad, text and call
- License before the first ad
- Ads, bids and offers need an L&I plumbing contractor license (Washington's plumbing contractor law), and each day an unlicensed ad runs is a separate infraction
- The registration number rule
- Written for contractors registered under the construction contractor law, which licensed plumbing contractors are not required to join
- Gas water heaters
- Outside the electrician's like-in-kind exemption, so a gas tank swap is plumber work under L&I's plumber certification rules
- Seattle inspections
- The Seattle Plumbing Code is enforced by Public Health - Seattle & King County, as the city's plumbing code page says
- Marketing texts
- Only with clear, affirmative consent given in advance, under Washington's commercial text law, with no carve-out for past customers in its wording
- Recorded calls
- All parties must agree, and a notice at the start counts if it is captured on the tape too (Washington's privacy act)
The order of work for a Washington plumbing company
- The L&I license printed where each ad lands
- The plumbing contractor license number and licensed company name on every landing page, profile and mailer, and any "bonded and insured" wording checked against how the company is registered.
- A Spokane freeze plan live by early November
- Frozen-pipe and thaw pages, evening answering and a December to February budget for Spokane and Spokane Valley, kept apart from west-side spending.
- Consent sorted before the next text
- Past-customer lists split by who agreed to marketing texts, a recorded announcement on every tracked line, and no AI-voiced sales calls.
- City pages that name the right permit office
- Seattle, Bellevue, Tacoma, Spokane and Vancouver pages, each naming who issues plumbing and side sewer permits and the months that drive calls there.
- Water heater pages that say who does the work
- Gas tank replacement pages that say a certified plumber does the swap, with any price shown as before sales tax.
A Washington plumbing year set by freezing nights east of the mountains and rain west of them
This strip is our estimate of residential plumbing demand, not search data. It follows the freeze counts in NOAA's 1991 to 2020 Spokane normals and the rain at Sea-Tac, as the winter section explains. Drains, leaks and water heaters keep calls coming in every month.
- January: Peak
- February: Busy
- March: Steady
- April: Steady
- May: Steady
- June: Steady
- July: Steady
- August: Steady
- September: Steady
- October: Busy
- November: Busy
- December: Peak
- October
- Spokane averages 7.5 nights at or below freezing, so hose bib and sprinkler shutoff pages go live before the first hard one.
- November
- Sea-Tac's wettest month at 6.31 inches, and Spokane's freezing nights jump to 19.2. Drain work leads in the west and freeze work in the east.
- December and January
- Spokane's high stays below freezing on 13.0 and 11.7 days. Sea-Tac averages about seven freezing nights in each, which is when the paused west-side freeze campaign switches on.
- February and March
- Spokane still averages 22.9 and 19.4 freezing nights, so thaw repairs and split pipes keep the east-side budget running into spring.
Washington plumbing questions about winter budgets, texts, the Oregon line and sales calls
Can one Washington ad budget carry us through the winter?
Not well. Spokane's afternoon high stays below freezing on 13 days in an average December, against half a day at Sea-Tac, by NOAA's climate normals. A shared budget either spends Seattle money on frozen-pipe clicks that rarely come or starves Spokane in its busiest weeks. Split the campaigns at the Cascades and keep a west-side freeze campaign paused until a forecast calls for it.
When should Spokane winter ads start?
Before the first hard freezes. NOAA's normals put Spokane at 7.5 freezing nights in October and 19.2 in November. The pages, the budget and the after-hours answering should all be live by early November, not after the first burst pipe.
Can we text past customers about a winter special?
Only those who clearly agreed in advance to marketing texts, and the law's wording has no carve-out for people you have worked for. Each unwanted text gives the person a claim for damages under Washington's commercial text law. A reminder about a visit already booked that sells nothing is a different case, by our reading.
Our shop is in Vancouver. Can our Google Ads cover the Oregon side?
Only if you hold an Oregon Construction Contractors Board license, which Oregon requires before anyone offers or bids contractor work there. Without one, set the ad boundary at the Columbia and leave Portland out, so you are not paying for calls you have to turn down.
Does a water heater sold during a leak call come with a cancel right?
Often, yes. Under the FTC's Cooling-Off Rule, a sale at the home priced at $25 or more gets three days to cancel, and the rule's exception for a repair the homeowner asked for does not stretch to a new tank sold on the same visit. If the tank is financed, Washington's retail installment law adds its own three-day notice. Leave the paperwork in the truck so the tech can hand it over.
Do we have to register as a telephone solicitor to call homeowners?
It depends on how the sale closes. Washington has commercial telephone solicitors register with the Department of Licensing. A call that only books an estimate at the home fits an exemption for sales made at a later face-to-face meeting, by our reading. A maintenance plan sold entirely over the phone is the case to check with your attorney.
