The 60-second version

  • Every Massachusetts plumbing sign, listing and ad carries the license designation and number, and an apprentice may not advertise at all.
  • The plumbing board calls a discount deceptive unless it names the job and its usual price, and the Attorney General wants each set price shown as the total.
  • Mass Save pays $750 toward an ENERGY STAR heat pump water heater a licensed plumber installs during 2026, so the sale has to land before December 31.
  • Westfield's median first freeze is October 8 and Boston Logan's is November 9, so freeze ads open in the Pioneer Valley a month before the city.

The Massachusetts plumbing year, set by three freeze clocks and one rebate deadline

NOAA's median first freeze dates for 1991 to 2020 set this strip: October 8 at Westfield, near Springfield, and November 9 at Boston Logan. It is our estimate of residential demand, not search data, and the freeze section shows how far apart the cities run.

Our reading of Massachusetts plumbing demand across the year
  1. January: Peak
  2. February: Peak
  3. March: Busy
  4. April: Steady
  5. May: Steady
  6. June: Slow
  7. July: Slow
  8. August: Slow
  9. September: Steady
  10. October: Busy
  11. November: Busy
  12. December: Peak
Early October
Westfield's median first freeze falls on October 8 and Worcester's on October 21, so western and central freeze ads go live first.
November 9
Boston Logan's median first freeze. Boston, Cambridge and Lowell freeze pages should be live before it.
December 31, 2026
The last day a heat pump water heater can be installed for Mass Save's 2026 rebate, so the push runs in October and November.
January 1
Telephone solicitors renew their state registration before making unsolicited sales calls that year.
February
Worcester's snowiest month, at 21.2 inches in NOAA's normals, so plan phone cover for storm days.
April to early May
The last freeze lands near April 4 at Logan, April 23 at Worcester and May 3 at Westfield, so freeze pages come down east to west.

Every Massachusetts plumbing ad prints a license line, and apprentices run none

Every plumbing ad in Massachusetts has to say who holds the license. A missing line is a ground for discipline, so one pass through everything you publish is cheap insurance.

The plumbing licensing law says any sign, listing or advertisement of a master or journeyman plumber shall carry the designation and license number. So "Master Plumber" and the number belong on the van, the website footer, the Business Profile description and the page behind each ad. The same law bars anyone without a license from soliciting plumbing work by sign or listing at all.

The board says it twice. Its conduct rules list an ad without the designation and number as grounds for discipline. They also say an apprentice may not advertise in any form. The quiet risk is a helper who posts his own weekend jobs in a town Facebook group.

Two things a licensed shop may say that owners often leave off:

  • Gas work. The licensing law lets a master or journeyman plumber do gas fitting anywhere in the state. So "plumbing and gas" on a licensed plumber's truck is accurate.
  • Generator hookups. Piping fuel gas to a standby generator is gas fitting, by the law's definition of the trade, because the gas feeds power. A winter outage page can sell that hookup as licensed work.

A coupon has to pass the plumbing board and the state fee rule before it runs

A coupon that works in another state can break two Massachusetts rules at once. Write the job, its usual price and the full price into every offer.

Under the plumbing board's conduct rules, "$50 off any repair" is deceptive, because it names neither the service nor its usual price. A coupon for a named drain cleaning that prints its regular price beside the discount passes that test.

The Attorney General adds a second test. Since September 2, 2025, the state's fee rule says a price shown to Massachusetts consumers must be the total, with every required fee in it. The total also has to be the biggest price on the page. A drain special with a trip charge added at the door fails it.

That fee rule also bars asking for personal details before showing the total of a set-price product. So a fixed-price tune-up or a yearly plan should show its price before the form asks for a phone number. How the rule treats a request for a custom quote, where no price exists yet, is not settled in any guidance we found. A plan that renews by itself must also be as easy to cancel as it was to join, through the same channel.

Sale prices carry their own test. The retail advertising rule accepts a "was" price when, among other tests, the old price was offered openly for the 14 days before the ad. Proof for any claim has to sit in your files on the day the ad goes out, not turn up after a complaint.

A misled customer's next step is usually a demand letter, the opening move of a suit under Massachusetts consumer law. A fair written offer sent back within 30 days can cap what you owe, so route those letters to the owner the day they land.

The Mass Save water heater rebate needs a licensed plumber and a 2026 install

Mass Save, the energy program run by the state's utilities, pays homeowners to switch to a heat pump water heater. The money only flows when a licensed plumber installs it. That makes it a rebate a plumbing shop owns.

Mass Save's water heater page lists $750 per unit for an ENERGY STAR model and $1,500 for a split system. The unit has to go in between January 1 and December 31, 2026. The form and papers are due by February 28, 2027.

Mass Save's own example puts the average install at $3,200 and the cost after the rebate at $2,450. Mass Save also lets the installer take the $750 off at a participating distributor's counter, so the homeowner mails nothing. Put that on the quote page, since it spares the homeowner a form.

Where the tank sits decides whether the sale is a good one. ENERGY STAR's placement advice asks for a room that never drops under 40°F or climbs past 90°F, with roughly 1,000 cubic feet of air to draw on. An unheated basement corner in Worcester or Springfield can miss that in February. Ask where the old tank is before quoting, and say why on the page.

The deadline shapes the fall. A tank sold in mid-December still has to be in and running by the 31st to qualify, so the push belongs in October and November.

New homes are heading the same way in some cities. The state's adoption list shows the Specialized energy code in force in Boston, Cambridge and Worcester, but not in Springfield or Lowell.

Under that code, a new home over 4,000 square feet must be all-electric or zero energy, per the state's code FAQ. A plumber who bids new builds should check which list the town is on before pricing a gas water heater.

License line and coupons first, the rebate after

Which license do you hold, and which towns do your vans reach? The plan starts with what every ad prints, then the offers, then a water heater page that beats the December 31 install cutoff.

Your free plan for Massachusetts starts with:

  • Designation and number on every ad, profile and van
  • Coupons rewritten to name the job and its usual price
  • Rebate page for heat pump water heaters, live before November

Springfield freezes a month before Boston, so each city gets its own freeze ads

Frozen pipe calls do not start on the same night across Massachusetts. Turn the warnings on in the west first and in Boston last.

NOAA's normals for 1991 to 2020 put the median first fall freeze at Westfield's airport, our stand-in for Springfield, on October 8. That station logs 143.6 nights a year when the low reaches 32°F or colder.

Worcester's airport sees its first freeze around October 21 and 129.7 freezing nights. It also averages 72.9 inches of snow a year, the most of the three.

Boston Logan waits until about November 9, with 91.6 freezing nights. Spring runs the same way in reverse. Those three NOAA files put the last freeze near April 4 at Logan, April 23 at Worcester and May 3 at Westfield.

How we would set the budget from that:

  • Springfield and the Pioneer Valley. Pipe and hose bib reminders live by late September, and freeze pages kept up into May.
  • Worcester and central Massachusetts. Live by early October, with extra phone cover planned for the February snow.
  • Boston, Cambridge and Lowell. Live by late October. Lowell has no station in this set, so we would run it on Boston's clock and watch the first cold week's calls.

When a leak call grows into tile and drywall, or a sale at the kitchen table

A plumbing license covers plumbing. Once you sell the tile, the vanity wall and the drywall, other Massachusetts rules start to apply.

The Home Improvement Contractor rules exempt a licensed plumber only while the work stays inside the license. A plumber who sells a full bathroom remodel steps outside that and needs an HIC registration. Those rules want the registration number on every contract, permit and ad, and they count websites, listing sites and vehicles as ads.

The state's HIC chart for contractors lists plain plumbing as needing no HIC. It adds that a building permit and a Construction Supervisor License come in when the work cuts or notches the structure. So a remodel page carries the HIC number beside your plumbing license line, or it does not run.

Remodel paperwork follows. Anything above $1,000 has to be on paper, per the home improvement contract law. No deposit may top a third of the contract price, unless special-order materials cost more.

Selling in the living room brings a cooling-off period. A homeowner who signs for more than $25 of work anywhere but your place of business may back out until midnight on the third business day, per the home solicitation law. If the tech pitched in Portuguese, the paperwork goes in Portuguese too. And the job waits until those three days pass.

The way out is a real emergency the customer called you about, like a burst pipe. It takes a dated, signed statement in the customer's own handwriting that waives the right to cancel. A checkbox on a tablet is not handwriting. The water heater sold during a leak call is where this bites, so build the notice into the tech's quote steps.

Calling or texting old customers under the Massachusetts sales call law

Massachusetts keeps its own do-not-call list and stops sales calls earlier than federal law does. Sort the list before a single water heater reminder goes out.

  • Hours. Unsolicited sales calls stop at 8 in the evening, local time for the person called, and start again at 8 the next morning. Recorded pitches are out entirely, under the state's call hours rule. The FCC's rule allows live calls until 9 p.m., so the state's hour is the one to set the dialer by.
  • The list. The state's do-not-call registry rule pulls every Massachusetts number on the national list into the state list. It also has telephone solicitors register every year by January 1, with a fee, before calling.
  • Calls the law does not count. Someone who bought from you within 24 months and never asked you to stop is outside the state's definitions. So is a call that only books a visit, where the sale closes face to face. Federal rules still apply on top.
  • What it costs. A person who gets more than one illegal call in 12 months from the same business can sue, for up to $5,000 per knowing violation, under the penalty section.

Texts sit in a gray zone here. The Massachusetts statute talks about calls and messages without ever using the word, so we run every marketing text on federal consent rules, as our guide lays out. Massachusetts also needs every party's permission before a call is recorded. Ask counsel before an automated reminder goes to a list older than two years.

Massachusetts plumbing ads and offers, scored in five taps

Open your latest coupon, your Business Profile and your van photo, and answer each question for what is live today. Your score is worked out in your browser and goes nowhere.

  • Do your van, website and every listing show your license type and number?
  • Does each coupon you run name the job it discounts and that job's usual price?
  • Is every set price you advertise the total, with all required fees inside it?
  • Does your water heater page explain the Mass Save rebate and when the install must happen?
  • Do your outbound sales calls stop at 8 p.m. at the customer's end?

Our first six jobs for a Massachusetts plumbing shop

  1. Designation and number on every ad, profile and van

Master or journeyman and the license number on signs, listings, landing pages and trucks. Any helper's own posts found and taken down.

  2. Coupons rewritten to name the job and its usual price

Every discount names the service and its regular price. Every set price shows the total with required fees, before any form asks for contact details.

  3. Rebate page for heat pump water heaters, live before November

The Mass Save rebate explained in plain words, the instant counter rebate offered, and a question about where the tank sits on the quote form.

  4. Freeze ads switched on from west to east

Springfield first, Worcester next and Boston last, each on its own date. The same order in reverse when spring arrives.

  5. Remodel pages with the HIC number, or none at all

If you sell full bathrooms, the registration number goes beside the license line and the contracts carry the three-day notice.

  6. Dialing lists sorted for the 8 p.m. cutoff

Past customers split by date, do-not-call matches removed and the January registration checked before anyone dials.

What Massachusetts plumbers ask about ads, rebates and old customer lists

Should the license number go on our Google Business Profile too?

The law names any sign, listing or advertisement, and a profile is a listing in plain terms. The plumbing licensing law makes no exception for online ones. We would put "Master Plumber" and the number in the profile description.

Can we run a percent-off coupon in Massachusetts?

Yes, if it names the service discounted and its usual price. The plumbing board's conduct rules call a discount ad deceptive without both. A blanket discount on any job fails that test.

Can our apprentice advertise his own side jobs?

No. The plumbing board's rules bar an apprentice from soliciting by sign, listing or any other form of advertisement. That includes a post offering work in a neighborhood group.

Do we need HIC registration to replace a water heater?

Not when the work stays inside your plumbing license. The state's HIC chart lists plumbing as needing no HIC. Registration comes in when you sell work outside the license, like a full bathroom remodel.

Who gets the Mass Save water heater rebate when we install the unit?

The homeowner's project earns it, and a licensed plumber has to install the unit during 2026. Your shop can also take it off at a participating distributor as an instant rebate, per Mass Save's page. Either way, check the model qualifies before it goes on the quote.

Can we call last winter's customers about a water heater check?

Usually, with care. A buyer from the past 24 months who never asked you to stop falls outside the state's definition of an unsolicited call. Federal rules still apply, and any robocall or AI voice pitching a sale needs the customer's prior written agreement. Dial only in the daytime window the state allows, which closes at 8 in the evening.
